On Construction EPC is sometimes referred to as On Construction EPC, On Construction EPCs.

Only an Accredited On Construction Energy Assessor, by law, can produce an Energy Performance Certificates.*
*An On Construction Energy Assessor will not need to visit the property to produce an EPC. The EPC will be the result of the As Built check which is an extension of the SAP calculation needed for Building Control.
So that they can produce an EPC, the On Construction Energy Assessor will need to use an approved version of the SAP software. The current SAP software is being upgraded so that it can produce EPCs. Energy Performance Certificates must be registered and stored in the national register at www.EPCregister.com with a unique reference number. This must be done by the On Construction Energy Assessor in conjunction with their accreditation scheme.
People who are currently doing On Construction EPC to show that they meet Target Emission Rates as part of Building Regulations will need to join an accreditation scheme before they can produce EPCs. The accreditation schemes protect builders and potential homeowners by making sure Energy Assessors have the appropriate skills to carry out energy assessments, and that EPCs are always of the same high quality.
An On Construction EPC certificate records how energy efficient the property is as a building and provides A – G ratings. These are similar to the labels now provided with domestic appliances such as refrigerators and washing machines. On Construction EPC are produced off plan using full SAP methodology (standard assessment procedure) this is more accurate than RdSAP as used in existing dwellings because all the build specification is available to the assessor. Any new build EPC done using RDSAP methodology will not be accepted by building control.
On Construction EPC (SAP)are required before a new build can be certified by building control, EPCs are also required for the sale and let of new build properties, new build properties can be marketed at the design stage as the assessor can produce a PDA (Predicted Energy Assessment) off the plan and build specification before the property is built. The property has to be completed before the full EPC can be issued. New buildings must comply with Building Regulation Part 1LA and the Air Tightness Test result is calculated in to the EPC calculation, the result of the Air Tightness Test affects the overall rating.
